ECER 2007 study is unique in its approach as it seeks to assess the level of satisfaction of the entrepreneurs in front of the devices put at their disposal by the public and private actors in 21 European cities.
"The ranking ECER, by measuring the size and entrepreneurs expressed satisfaction on the various offers provided in the territories, identifies cities where "it is good to undertake"… It takes part in the identification of "best practices".

It also allows a better understanding of each local and margins possible progress throughout the territories.

It also provides keys to better understand the needs of entrepreneurs, according to the nature of their project.

Without claiming to be an indicator of management in the strictest sense, this classification aims to fit into a dynamic, and that will follow over time the changing expectations and satisfaction levels. It will then participate in the search for greater effectiveness of public policies aimed at promoting entrepreneurship at all three levels that constitute the geographical Europe, the States and Regions. Finally, ECER accompanies even better this pursuit of efficiency that is required to spread to more countries and more cities in the coming years…"
